Update: In my travels, I’d later learn that they are base sema that are deposited in wells at each cardinal point around the pagoda to demarcate the sacred area. These are likely from the pagoda that preceded the one we see today which features a tiered laterite terrace and was replaced around the late 1990s and early 2000.
